Director, NYC Mayor’s Office of Long Term Planning and Sustainability
Sergej Mahnovski is the Director of the New York City Mayor’s Office of Long Term Planning and Sustainability (OLTPS), where he manages citywide energy policy and oversees the City’s comprehensive sustainability initiative, PlaNYC. Sergej has served as the point person for the City on energy policy since September 2010. In October 2012, Mayor Bloomberg appointed him Director of OLTPS, merging the City’s energy and sustainability teams.
Sergej leads as team of engineers, economists, policy analysts, architects, and attorneys that conduct innovative research and manage key program on energy and climate. The team received the 2013 Citizens Budget Commission Prize for Public Service Innovation for the Clean Heat program, which is improving air quality in NYC by phasing out heavy fuel oil through innovative financing and regulatory models. OLTPS also oversees research and implementation of key climate resilience initiatives, working closely with FEMA on updating flood maps for the city, and convening utilities, climate scientists, and engineers to assess the risks to critical infrastructure and evaluate cost effective mitigation measures.
Recent landmark research from OLTPS includes a comprehensive evaluation of the reliability of New York City’s electric, gas, steam, and refined products supply in the aftermath of Superstorm Sandy; the potential impact of the retirement of Indian Point nuclear power plant on regional electricity prices, emissions, and reliability; natural gas fundamentals and emissions from widespread conversion of boilers from heavy fuel oil; and an evaluation of the City’s pioneering benchmarking regulation of 2 billion square feet of real estate to assist policymakers in designing more effective energy efficiency incentives and regulation.
Sergej also serves as an expert witness in utility rate cases and represents the City on energy regulatory matters with the State and with energy infrastructure projects such as Spectra and Williams Rockaways gas pipelines and TDI Canadian Hydropower transmission line.
Sergej serves as Chairman of the NYC Energy Policy Task Force, Chairman of the New York City Energy Efficiency Corporation, and board member for the New York State Smart Grid Consortium. Sergej is also Assistant Adjunct Professor at Columbia University’s School for International and Public Affairs.
Prior to joining the Bloomberg Administration, Sergej was a Director in the Global Power Group at IHS Cambridge Energy Research Associates (CERA) and a Doctoral Fellow at RAND Corporation. He is the co-author of more than two-dozen studies on energy market, technologies, and policies, and has 15 years of experience as an energy researcher and consultant for local, state, and federal agencies, as well as international energy companies, technology suppliers, and utilities.
Sergej is a graduate of Stanford University, with a B.S. in Chemical Engineering and B.A. in History. He received his M.S. in Chemical Engineering from the University of California, Berkley and a Ph.D. in policy analysis from the RAND Graduate School.
